There's a problem somewhere in the chain that doesn't start with whom you assume. I get 11 - 12 MB/sec. Always.

Like it's take a while (15-30 seconds) to show up the file in Downloads and take the next action (Open or Save as). But everything after that are fast and furious (xD).
